The Village of Evendale
Special Organizational Council Meeting
Monday, December 1, 2005, 8:00 p.m.

In accordance with the Charter of the Village of Evendale, following the election held Tuesday, November 8, 2005, the Village of Evendale held its Special Organizational Council meeting on Monday, December 1, 2005, at 8:00 p.m. in the Council Chambers of the Evendale Municipal Building. The meeting was called to order by Mayor Don Apking. Upon roll call, the following members were present: Mr. Bill Puthoff Jr., Mr. Stiney Vonderhaar, Mrs. Catherine Hartman, Mr. Jeff Albrinck and Mr. Chris Schaefer and Mrs. Smiley-Robertson. Also present were Village Solicitor, Tim Burke; Police Chief Gary Foust; Economic Developer Linda Fitzgerald; Assistant to the Mayor, Jack Cameron; CFO George Snyder; Village Clerk, Michelle Ficke;  and Councilmember-Elect Mr. Douglas Lohmeier.

All meetings and deliberations of this legislative body have been held in strict compliance with the Sunshine Law, Section 121.22 of the Ohio Revised Code.

Mayor Apking opened the meeting. It was Catherine Hartman’s last Council Meeting. She served on council for 12 consecutive years. Mayor Apking thanked Mrs. Hartman for her service and asked her to say a few words.

Mrs. Hartman shared the changes that she has seen over the past twelve years. She said that twelve years ago Council Meetings were held in the old building with folding metal chairs. The Administration Building consisted of only two rooms and three or four police officers shared the same desk. The plan for Reading Road was being formed and was not yet implemented. Since then there has been an addition to the Recreation Center, a new Fire Department Building, Administration Building and a new pool. She also thanked the council people that she has worked with over the past twelve years and said they all had the best interest of Evendale at heart. Mrs. Hartman was active with the Mill Creek, Gorman Heritage Farm and Griffith Nature Preserve.

Mayor Apking stated that approximately 300 acres of land have been purchased in the past twelve years and he thanked Mrs. Hartman for being a participant. He then presented Mrs. Hartman with a crystal bowl and read a proclamation commemorating her years of service.

Mayor Don Apking administered the Oath of Office of Councilmembers to Mr. Douglas Lohmeier, Mr. Jeff Albrinck and Mr. Stiney Vonderhaar.
 
Mayor Apking called for a motion for the election of Vice Mayor. Stiney Vonderhaar nominated Jeff Albrinck for Vice-Mayor, seconded by Mr. Puthoff and unanimously approved on roll call. Mr. Schaefer nominated Stiney Vonderhaar for President of Council, seconded by Mrs. Smiley-Robertson and unanimously approved on roll call.

Mayor Apking announced the Council Committees assignments as follows:

Mayor Apking stated that he is working on putting together a Charter Review Committee, however, he is not ready to appoint the committee tonight.
        
Mayor Apking presented Resolution #05-14, “Confirming Election by Majority Vote of Vice-Mayor and President of Council and Declaring an Emergency.” Mayor Apking read the Resolution in its entirety. A motion was made by Doug Lohmeier to amend the Resolution to read “Stiney Vonderhaar” instead of “Harold Vonderhaar”. The motion was seconded by Jeff Albrinck. A motion to suspend the 2nd and 3rd readings of the Resolution was made by Mr. Vonderhaar, seconded by Mr. Albrinck and unanimously approved on roll call. A motion to adopt Resolution #05-14 as amended was made by Mr. Puthoff seconded by Vonderhaar and unanimously approved on roll call. The Mayor declared amended Resolution #05-14 adopted as an emergency measure.

Mayor Apking reminded everyone that the Holiday Light-up was scheduled for this Sunday, December 4 at 5:30. St. Rita’s Holiday Dinner sponsored by the Evendale Chamber of Commerce is scheduled for Wednesday, December 7th and our next regularly scheduled Council Meeting is December 8th at 7:00.

Mr. Schaefer reminded everyone that the open meeting for the trail system, including Gorman Farm, was scheduled for Tuesday, December 6 at 7:00 pm at the Recreation Center and the Access Committee Meeting is also Tuesday, December 6th.  

A motion was made to adjourn by Mrs. Smiley-Robertson seconded by Mr. Vonderhaar and unanimously approved on roll call. Council adjourned at 8:21 pm.
